MEXICAN FOREIGN MINISTER, IOWA STATE ALUMNUS RETURNS TO ISU AS MANATT-PHELPS LECTURE IN POLITICAL SCIENCE ON NOV. 3

AMES, Iowa -- Luis Ernesto Derbez, secretary of foreign affairs for Mexico and an alumnus of Iowa State University, will present the second Manatt-Phelps Lecture in Political Science.

Derbez, who graduated with a Ph.D. in economics in 1980, will speak on U.S./Mexico trade policies and immigration issues affecting both countries at 8 p.m. Monday, Nov. 3, in the Great Hall of the Memorial Union. The lecture is free and open to the public.

Derbez previously served as Mexico's economic minister. He also spent 14 years with the World Bank, where he was responsible for the regional areas of Chile, Western and Central Africa, India, Nepal and Bhutan.

While with the World Bank, Derbez directed, implemented and supervised multilateral economic assistance and structural adjustment programs in Chile, Costa Rica, Honduras and Guatemala.

Derbez also served as an independent consultant for the World Bank's Mexico City office and the Inter-American Development Bank, Washington, D.C. He also worked on economic recovery programs for Honduras and Nicaragua after Hurricane Mitch destroyed a substantial part of their territories and economies.

Thomas and Elizabeth Phelps and Charles and Kathleen Manatt established the annual Manatt-Phelps Lecture in Political Science. The lectures focus on significant developments in the international political economy that have occurred during the previous year. The lectures also address how the issues affect and are affected by Iowa.

The Manatts and Phelpses also have established the Manatt-Phelps Endowed Chair in International Political Economy in Iowa State's department of political science.
